Utah Social Work Licensing: SSW, CSW, and LCSW

Utah licenses social workers at three levels — SSW, CSW, and LCSW — through the Utah Division of Professional Licensing. The MSW is the degree that unlocks the CSW and the LCSW, and every level starts with the same foundation: an MSW from a CSWE-accredited program. Here is what each license requires, and how to choose a program that keeps every door open.

Verdict: the MSW is the degree that unlocks the CSW and, after it, the LCSW. The CSW adds the ASWB exam; the LCSW adds independent clinical practice after 4,000 supervised hours — a longer post-master’s runway than most states.

Level 1: Social Service Worker (SSW)

The SSW is Utah’s sub-master’s credential: it requires an associate’s or bachelor’s degree in a social-work-related field, but no examination and no MSW. It is the entry credential for bachelor’s-level practice — relevant if you’re deciding whether to pursue a BSW now and an MSW later.

Because the SSW does not require a master’s, it is not the MSW graduate’s credential. MSW graduates enter at the CSW level.

Level 2: Certified Social Worker (CSW)

The CSW is the license most Utah MSW graduates pursue first. The core requirements per Utah Code 58-60-205: (1) a CSWE-accredited MSW — every census program clears this bar; (2) a passing score on the ASWB examination; and (3) the DOPL application.

Note the difference from some states: Utah’s CSW requires the ASWB exam — there is no exam-free MSW-level credential here. Plan your exam timing into your graduation timeline.

Level 3: Licensed Clinical Social Worker (LCSW)

The LCSW is Utah’s clinical credential — required for independent clinical practice, diagnosing and treating mental health conditions, and private practice. Beyond the MSW and the ASWB Clinical exam, it requires 4,000 hours of clinical training completed in no fewer than 2 years as a CSW, including 1,000 hours of mental health therapy.

Four thousand hours is a substantial runway — roughly double what some states require. Plan your field placements accordingly: if the LCSW is your goal, favor programs with strong clinical preparation and field sites in behavioral health settings, where clinical hours accumulate fastest. Licensing statutes move: confirm current hour, supervision, and exam requirements with DOPL before you plan around them.

How the license path should shape your program choice

Two program attributes matter for licensing. First, CSWE accreditation: DOPL requires an accredited MSW for the CSW and LCSW, and all 4 census programs hold full accreditation — credential risk is zero across the field.

Second, clinical preparation: the LCSW’s 4,000-hour requirement makes clinical field experience the scarcest resource in your training. Favor programs with strong clinical identities and field placements in behavioral health settings — UVU’s crisis-worker certification course and BYU’s clinical emphasis with 1,050 field hours are the census’s clearest clinical signals.

Fees, exam schedules, and continuing-education rules all change — verify the current requirements with the Utah Division of Professional Licensing before making plans.
